Stuck at Plex Logo Screen during startup

Hello,

Every time i double click the Plex icon in the Windows taskbar, the Plex page will load but will not surpass the logo screen. When i attempt to access Plex via www.plex.tv it cannot locate my server. I attached a copy of my Plex Media Server.log file in hopes of someone diagnosing my issue.
