Some of your assertions are incorrect, e.g.
The backend video engine (mpv) is the same on both Plex Media Player and the desktop player apps so yes there is support for Direct Play (by default). And there is also this: Does the new Plex app support the same codecs as the old one?
The desktop players are not meant to be a complete / HTPC replacement of the Plex Media Player.
