This server is not powerful enough to convert video

I can watch live TV, select a program, watch it. Pause it. Play it. No problems.
When I record it, and then try to play it the next day, I get the error the server is not powerful enough to covert video. I dont want to convert the video. Transcoding is set to off. I just want to play the file. Why can I play it live, but not recorded?

Well, I gave up today when I could not watch the football game, and just subscribed to HDHomeRun’s DVR service instead. At least it has audio on my ATSC3.0 channels. What a waste of money PlexPass was.
