I wonder… can’t you already do that?
You can filter Last Played and Last Skipped by specific dates (before, after) and relative timeframes (within, over).

The only aspect of your suggestion which seems to be missing is searching for items played in a specific month across years.
This seems to be touched in this existing suggestion, though.

Feature Request - Smart Playlist based on current day/month

There are a few new filters that would be nice for making smart playlists. Current date filters - A filter you can set based on the current day/month. You could make one playlist of ALL your holiday movies, and set it to only play certain movies during the respective holiday seasons. One playlist with a rule group for each holiday: Match Any of the following –Match all of the following ----Current Month is October ----Collection is Halloween –Match All of the Following ----Current Month…
