Yesterday i watched the movie John Wick  and had no problems. I started watching John Wick 2 today and the constant buffering started. It turned out that transcoding was turned on.
Although the files are the same in terms of the used video and audio codecs:
Video 4K HEVC main 10 HDR
Audio - AC3 5.1.

Need your PMS logs while playing JW2 to see what’s going on. There’s more to a file than just the codec. Also provide the XML for JW2.

When I direct play John Wick (without problems) I see this error in the log: Unable to find client profile for device; platform=Tizen, platformVersion=5.5, device=20_KANTSU2_UHD_BASIC, model=UE58TU7570UXRU
From your XMLs, it shows JW has a bitrate of about 60 mbps. JW2 has a bitrate of >80 Mbps. The Samsung app has a hard limit of 80Mbps for 4K content. It’s a Samsung limitation. That’s why it’s transcoding.
The bitrate shown in your screenshots above don’t match, I think they aren’t updating properly or something. But your PMS log do confirm that it is being transcoded due to a limitation. the specific limitation isn’t listed, but that 80 Mbps limit does exist so I’m pretty sure that’s it.
Perhaps I misunderstood you. But in the Servio application, the John Wick 2 movie support direct play without transcoding with the original bitrate in a standard player. Could the problem be with the Plex app itself? I attach Servio screenshots and Servio loads to PC.
The limit is when using Samsung’s built in video player, which is what Plex uses. I’m not sure how Servio works, but my guess is that it uses their own video player bypassing any Samsung limits.
Thank you for answer. Servio - just DLNA server in Windows. And Servio don’t have app, like Plex on Samsung Tizen OS. I use native Samsung video player, when watching film John Wick 2 with Servio (without transcoding and buffering).
The DLNA player on the TV is not the built in player. By built in I mean built into the TV’s OS. The DLNA player is a special program written by the TV manufacturer and can usually do a lot more than what the OS is capable of.

My Q9 could direct play 100Mb/s + files only mere months ago. This limitation is crippling. Plenty of 4K HDR that is above the specified “limit” of 80Mb. Can this be an option to turn off or adjusted?
Absolutely unnecessary to set this hard 80 Mbps limit for all Samsung TVs.
First, many newer 2020 models can handle files with bitrates above this value quite well.
Second, it is absolutely necessary to be able to control the restriction either with a checkbox on the server side or by editing the Samsung Smart TV profile settings.
Blame Samsung, they asked Plex to do it.
