which server ? Is it Osiris which shows on your account?
When you tried http://localhost:32400/web and http://127.0.0.1:32400/web was the Plex Media Server.exe process running?
Could you reboot and the repeat the localhost test and get screenshot and the server logs
Take a copy of the logs folder and zip and attach
By default it is here C:\Users\xxxxxxxxxxx\AppData\Local\Plex Media Server\Logs

You must not copy codecs from one release to another
It appears that the media file is using the vp8 codec and there is already an issue with that which has been reported to the development team. I will add your sample to that issue

It is a transcoder crash with process exiting Aug 05, 2017 20:30:08.255 [17724] DEBUG - Jobs: 'C:\Program Files (x86)\Plex\Plex Media Server\PlexTranscoder.exe' exit code for process 26116 is -1073741819
-1073741819 is FFFFFFFFC0000005 which is the windows Access Violation exception code C0000005
When you get 1.8.0.4109 up and running, see if the problem remains and if it is, then try to establish if same error arises for a smaller sample eg 5 minute clip of the video D:\Video\Video Files\Movies-HD\Dogma.(1999)\Dogma.(1999).avi
and please provide logs and sample

A fix for the vp8 codec issue has just been released in plex pass version 1.8.1 of plex media server
i see some people are trying to fix this transcoder problem by downloading an older version of plex, i only run plex on ROKU, is that even an option? i can’t just download files on ROKU, i just get to choose the channels i want to add, not really seeing access to versions. have not been able to use plex at all in a month since this issue came up.
