This seems to be the same issue I am having as well (posted in Playback has stopped due to multiple playback errors)
Is there anything I can do to help diagnose the problem?
Well installing 2020-04 Cumulative Update KB4550945 and setting the library scan to 6 hours I was able to watch a full movie without a failure. I am not sure which solved it

I am getting transcode conversion failed errors every time I do a scan. This never use to happen in the past, but has been persistent for a few weeks now.
I have even removed plex entirely from my PC and started up brand new. I am still getting these errors while scanning libraries only.

I am using the latest plex media server.

My PMS is running on Windows 10
I have two very large media folders. One for Movies and one for TV.
If I am scanning then someone will get the conversation failed error. Doesn’t matter what source they are using to stream.
I am not interested in simply avoiding scanning for an entire day. I like to scan for new media added whenever I choose. Just like I have been doing with no issue for 5 years or so.
@ beauchristopher Do you have the latest windows updates? The one I mentioned in my last post was an optional update. I am not sure if it solved the problem for me.
Also you can set it to detect file changes so it will scan when stuff is added, then a daily scan to pick up anything it misses. That is what I am doing.

After investigating diagnostics from @beauchristopher here Transcoding errors starting 2-3 days ago it appears that we exhaust the tcp ports after scanning about 4100 movies
It is suspected to be caused by a change to curl where it uses up extra ports internally for every request.
I have this raised as an issue with our developers and we are awaiting progress on an existing curl issue
Thank you for looking into it. I have finally rolled back PMS version far enough that I don’t think scanning is interrupting or causing as many transcoding errors as the newer versions. Although I am not positive.
I hope y’all can eventually find a fix moving forward.

I too have been experiencing transcoder crashing on Windows 1909 (started around 3-4 weeks ago). I’ve applied all Windows 10 Updates (18363.836) and Plex updates (currently on 1.19.3.2852) since with no fix. My Plex Media Server.log file is showing the following error (see below) after each instance of the “Playback has stopped due to multiple errors. Please check your connection and try again” error. This only occurs when streaming to either of my Roku players and does not happen when streaming to the Plex app on my Vizio TV.
Again, I have been searching and reading Plex KBs for weeks with no fix. Please find a fix for this issue as Plex is completely unusable on my Rokus, which are my primary media streaming devices.

On a related note, I am getting the error below throughout my Plex Media Scanner.log file around the same time as the error above:

We suspect this issue started to arise after curl was updated within the Plex Media Server software. The issue has been seen to arise when there are massive movies libraries scans. Libraries with more than 4100 movies have been seen to give rise to this - exhausting the dynamic tcp ports pool and ending up with tcp error event id 4227 logged in the windows system event log and after that tcp requests start to fail - eg the transcoder.
We are working on getting curl changed but I have no information on that.
If you do have a massive movies library, you could try out the new movies scanner which is on a forum preview release as from today - that changes how movies are scanned and we may use up less ports. See New Plex Media Server movie scanner and agent preview
sa2000, I have a mere fraction of that number of movies… but I do have quite a few music files. Would that cause the issue as well?
On another note, I installed the preview you linked to above… but the movie scan seems to be selecting the wrong post on around 60% of my movies. I’m having to manually select the second post for each, which amounts of thousands of clicks over several hundred movies. Any way to tell Plex to second the second poster for all movies?
EDIT: It is using the background image for all movies, not the poster.
I have not seen the port exhaustion issue with music scans. Best is to reproduce after a windows reboot and get logs on first 4227 logged event - assuming the logs would cover whole period from boot time to first 4227.
All issues relating to the preview forum release need to be fed back in that forum thread and not anywhere else -and best with logs and identifying the specific case covered by the logs

This is an issue with an upgrade to curl (which is used by Plex, but is not made by Plex).
I am in the same boat and am stuck on this old version, but am going to spin up a second server to test out the preview of the new build to see how it does.
Yes, the preview version does seem to fix the curl error. Just be aware that the new scanner seems to be select the wrong poster for each detected movie about 60% of the time. This was a pain for me, but I have a mere fraction of 4000-10000 movies, so that could be days worth of work to fix on your part.

I sent a few users a download link for test build 1.19.6.3012 that has the latest curl release which came out few days ago with a fix for the tcp port exhaustion issue
If I missed any that has evidence of TCP failure Event ID 4227, let me know and link me to where the logs were provided or send me evidence of it happening and I will make this release available to try
@sa2000 Any idea when the curl fix will make it into a beta or public PMS release?
The curl fix is on hold as it led to performance issues on sftp.
In any case, whilst it helped by reducing the number of ports used for TV Library analysis by 66% - it did not resolve the issue for large libraries and there will still need to be adjustments to the windows tcp parameters - doubling the tcp dynamic port pool and reducing the Windows TIME_WAIT to 30 seconds to mitigate the issue.
