I tried this before with no response. OK, so I just moved and I know the problem is related to this because it didn’t start until I moved. I have the exact same speed of internet, just a different provider.
My Plex is buffering like crazy and it seems to only occur on the home network, my friends and family who use remote don’t seem to have this problem (unless I am just catching it before they do). Here is the twist… IF I restart my computer, Plex is fine for a day or two, but it always reverts back to the buffering eventually. I have been here two weeks now and restarted my computer about 5 times. So, idk if somehow my connection is slowing down as the hours go by or what. Any ideas from anyone to make this stop?

Your internet speed has no impact on your “home network”, meaning if you are streaming on your LAN then your internet connection is not being used.
Just as @starbetrayer mentioned, did your new ISP provide you with a new router/modem ? And if so is that the only router you have in your LAN setup?
Yes they did. Its a router/modem combo just like my old provider and yes its the only one I am using. Same exact setup I have had for 2 years, just a different provider.
