I have been using DVBLink to record TV shows. And occasionally when I record a Standard Definition channel it records fine on the back end, but when I play it on the TV using PLEX by pointing it to the folder it seems to squash the picture. If I play it from the DBVLink Channel it plays the pictures with the correct dimensions.

Sorry for not getting back to you. Your XML shows that the file is 720x576 which looks to be what I see on your screen shot. Your file does have an aspect ratio of 1.78. Some Plex clients do not use it but instead rely on the file being marked as being anamorphic along with other info, which your file does not include. So technically, Plex is playing the file correctly, your file just doesn’t contain the proper information.
This is a TS file that was created with DVBLink. It plays 100% correctly on the DVBLink channel within PLEX. I don’t see why this should end up being any different as it is PLEX that creates that XML file. If you play the file outside of PLEX on any other device, it also plays correctly. So to me… this is a bug within PLEX…not with the file.
Just for ■■■■’s and giggles; I installed the Kodi plugin for Plex and played the exact same file through plex and it played fine. The issue seems to be more with the client on the TV (Tizen).
A fix for this would be nice as the Channel plugin isn’t very good for plex either.
