I just rebuilt pc and installed plex says i dont have plex pass, Plus iam unable to change the app data directory in plex server area
I normally have app data on a separate drive any ideas?

That’s because you don’t have a Plex Pass.

I installed plex, Setup blank server, Copied the app data to new drive, I cannot see the change location of app data in the plex server area
I normally just do this
Unable to do step 5, There is no listing for that anymore
Go back to step 4 and create that entry 
What do you mean ? i have plex installed i have done this before, But there is no location in my plex server area to change the location
That field has been removed for security reasons some releases ago. The instructions posted by Otto refer to how to manually configure the data directory in the advanced settings in the Windows Registry.
As you referred to step 5, I assumed you were following those instructions.
