What do you mean ? i have plex installed i have done this before, But there is no location in my plex server area to change the location [plex-general]

That field has been removed for security reasons some releases ago. The instructions posted by Otto refer to how to manually configure the data directory in the advanced settings in the Windows Registry. As you referred to step 5, I assumed you were following those instructions.
