Unable to connect securely

Some background: I have been using Plex on a Roku TV to stream over the internet (the TV and the DS918+ hosting the Plex server are in two different locations) without any issues for more than six months. The DS918+ has a 100 Mbps internet and the TV has access to 500 Mbps. Starting about two weeks ago, I noticed that the 720P/1080P movies streamed at about 360P even though the Plex app on the TV showed original quality and the web app said the same. The first time it happened, I believed I restarted the NAS and the quality was streamed at original. However, I streamed again today and the same problem happened.

I saw that in the Plex settings I had a Not available outside your network error. So I set manually specify a public port (32400) and retry before I opened the port on the NAS or forward the port in my router (my mistake). Surely, Plex couldn’t connect to the server. So I opened the 32400 port in the DS918+'s firewall and forwarded the port in the router. I also removed the server, signed out the Plex web app, uninstalled Plex on the NAS, reinstalled with the most recent version, reclaimed the server on the NAS, and signd in the Plex web app again. I did four or five times now but I simply received the unable to connect securely error. What am I supposed to do? I have already rebuilt the entire Plex library after expanding the pool of the NAS. I’d hate to try that again.
