Unable to connect to Plex to retrieve app.plex.tv certificate

I am seeing the following error in my PMS Console output AFTER I cleared the Config/Cache directory and restarted Plex Media Server (I did this because I saw the same error and attempted to resolve by clearing cache and restarting PMS):

CERT: Error acquiring new certificate: Failed to upload CSR: 429, <?xml version="1.0" encoding="UTF-8"?> <errors> <error code="1003" message="API rate limit exceeded" status="429"/> </errors>

Reading other forum posts, do I just need a new cert. issued by Plex?

It appears (possibly) this issue started occurring on Oct 16 and while the cert. was downloaded successfully here:

It failed to downloaded when I restart my PMS nightly (1:15 AM PST):

but then appears to have successfully downloaded it 9 hours later:

Is this an intermittent communication issue with plex.tv that is causing this? Currently I am getting the

and I am still unable to connect my server to app.plex.tv and use other Plex apps. in the same way (my PMS is unavailable). I can connect to and administer the PMS on its insecure LAN IP.
