As of about 3 weeks ago the downloads function does not appear to be working for me.
When I check the Plex logs I see this error whenever a Video download is started / attempted.

I have tried both with reduced video size as well as raw downloads to my device with no luck so far. I am also getting these transcode errors when trying to do a direct download which seems odd.
I will note that it appears that both Video and music downloads are not working in the main android application, but Plexamp continues to work as intended when it comes to downloads.
I’m using version 1.24.1.4931 of the server and version 8.30.0.30944 of the android app.
It is also not file size relevant, since neither movies, episodes, nor single mp3 songs can be downloaded. I really hope this gets fixed, since having content offline is the main reason for my plex pass subscription.
I just got my kids new tablets for offline car rides and I can’t download any offline content! I have an older tablet that has offline content downloaded in an earlier client/server version that is still present.
@gibson - I can echo your exact error trace. I too have tried large movies and small episodes and both result in the same type of error.
I am using a Windows server v1.25.5.5492 and android client v8.30.31021
Edit: Per some other posts elsewhere, on a sort of related topic, I deleted a DNS zone for plex.direct last night. Once DNS caches cleared by morning downloads started working! Not sure if they are related, but I’m happy that things are working for me now.

I too am unable to download any content. I thought it may have to do with permissions on the Android device, but after granting storage rights and restarting the app, “some items could not be downloaded - There was an error downloading this file. Swipe to remove or tap to retry.” Nothing seems to work except Plexamp. Plexamp works exactly as you expect. Songs are downloaded and play perfectly.
@gibson, the DNS Zone was on my DNS server, not in the Plex configuration. I have an Active Directory environment with the requisite integrated DNS. I had a DNS zone configured here. In a less complicated situation I could believe a static DNS entry (for plex.direct) on a router could inspire the same behavior.
This isn’t a full solution but it’s a clue. I have Pi-Hole in the mix complete with unbound (unbound - Pi-hole documentation). If I tell my device to use a different DNS, it works fine. Still poking around trying to find a reason why this is but for now perhaps this information is helpful.
Throwing myself on the list of folks who can’t download.
The very interesting part that I’ve ran into, is that my download will work if I’m remote say on Cellular data or outside my own LAN. Inside my LAN the windows desktop client can download but Android clients cannot.
Just tried it. Same here. So, aside from making the download function completely useless, what does that mean? That means, the source of the error lies somewhere in the wifi settings at home, right? Any ideas? Maybe even some official help from the developers?!
The post on DNS rebinding in a different thread helped me a lot.
In my situation, after looking at my Android client logs I found that it was trying to access the media via an odd looking link. Something like https://192-168-0-21.random_string_of_characters.plex.app/path_to_media which in my mind doesn’t really resolve to anything in DNS (I pasted that into a web browser). I had to add a manual DNS entry to resolve that to the internal IP 192.168.0.21 and now I find it syncs well. The ability to do that really depends on your home network configuration specifically around the DNS/Firewall that you use.
Looks like I had a couple issues but may have it all fixed now.
Thank you for mentioning this Greg, this set me in the right direction. I found this page after noticing app.plex.tv was failing a secure connection:
I use pfSense on my network and noticed that there are extra DNS protections on pfSense which I was able to correct / bypass with the instructions in the pfSense section of the linked page.
This fixed the android app not being able to connect, but was then having issues with transcoded downloads starting but not finishing. I was able to identify that the transcode directory did not have enough space. I relocated to the transcode directory to a disk that has plenty of room, and now it seems transcodes / downloads are once again working as intended.
