Are you positive that you have the Sqllite executable in
C:\Program Files\Plex\Plex Media Server as well?
If so, then copy the bat file into there and try again, this time using the correct path to this folder.

This may be the problem, the 32bit plex folder does not have a folder called the “Plex Media Folder” just another “Plex” folder and therefore can’t find the Plex SQLite.exe.

Shoud I rename the second Plex folder to Plex Media Server?
Definitely not.
Please look again into the list of installed apps in the Windows control panel.
Does it say “Plex Media Server 1.xxxxx (x64)”
or does it only say “Plex”?

The first is the client app, which is not of further interest here.
The second is the server, but unfortunately, it doesn’t show whether it has the 32bit or the 64 bit version installed.
The .bat file is hard coded to use the 64bit version, so that is what you must have installed as Plex server.
What was the actual, complete file name of the installer, that you used to install the older version of Plex server?
I’ve uninstalled the X86 plex server and installed the X64 version. Now the .bat file is working/running. How long do you expect this to take as there is no % complete info showing.

Typically only a few minutes. But of course this is depending on the overall speed of your computer.
PC is good spec however library is quite large.
The .bat program ran for a while then reported an error: -

Then start the bat file again.
This gets worse: the database backup folders are almost a year old, no idea why the system has not been backing up since march 23.
However following the instructions given I’ve restored to then and it has allowed me library accesses again.

This may be a clue to since when the database has already been damaged. The DB backups can fail if there’s too much damage.
