Using mobile device as server is borked / difficulty to use

Server Version#: 1.26.2.5797
Player Version#: 9.3.0.32842 (d9647f98)

I cannot remember when it has worked previously, I have checked the advertise as server on the mobile client, but I’m unable to find it on the hotspot network at least, nor normal ish WLAN (not sure if each client is seperated on it tho).

I have tried with Plex for Mac and Windows app, both do not find it, should they find it?
Unable to connect to it, even with manual server IP and port set in app.
