Hi, I have a 720p video. Does Plex Media Server upscale the video when sending it to a 4k TV? How do I let the TV do this job? And how do I customize conversion/transcoding settings?

4K TV’s do upscaling on any lower resolution material. I believe there are no settings to customize your conversion
Plex does not scale the video. However, the client platform might. For example, some Amazon Fire TV devices can be configured to always send 4K video to the attached TV. This is an AFTV setting, not Plex, and applies to all apps on the device.
In Settings → Transcoder you can choose among preset values.

Wouldn’t Plex do a better job at upscaling than most TVs/devices?
How could it? It has no information about the unique characteristics of the used screen (which would allow to optimize the scaling) and also can only use scaling algorithms which are free of patented techniques (as it uses ffmpeg).
Your TV is better at scaling – hands down.
