I am streaming on a Roku Express with the most current software update.
While in the Roku menu volume control works.
When I open the Plex app and start streaming (anything) the tv volume control no longer works. The volume stays at one level (Loud) and will not mute, turn up or down.
Please Help!
what are you audio setting on the Roku itself and what is the connection chain of whatever is it connected to. If passing through audio then digital audio will be handled by the end device.

Audio settings on Roku are standard stereo.
Chain is - Plex PC->Switch->Roku Express->TV
Also should mention that other Roku Express does not have the same issue.
Any suggestions? The TV is a 32 in Samsung. I moved the Roku that was working on a Vizio TV and the same thing happened with it.
Something to do with the Samsung tv possibly?
the Roku remotes that can control volume of TV do it through IR on on the TV directly. It doesn’t have anything to do with the apps. As far as I know you need to program it for the specific TV
