Web remote access works but apps don't

Need help troubleshooting remote access. On the server the remote access tab states: Fully accessible outside your network." I can use a web page to access server either by going to plex.tv/web or by going to my IP address:32400. I can also use the IOS plex app to access plex. But the windows app says “Content Unavailable” for all my plex content. It sees the plex stuff that comes from plex servers.
