What hardware do i need for plex client pc?

So i build my dad a plex client pc so he can enjoy the movies.
Its a HP elitedesk 800 G2 SFF with a i3 6100 and a nvidia 1030 gfx card.

The problem? It doesnt work at all. The playback is very stuttery. When i just build it it ran flawlessly , It played 2 of my highest bitrate files for a few hours without problems. With the only diffrence being: when i tested it i used a 1080 monitor and it just worked, Then placed the pc at my dads receiver/tv and it stutters non stop. (wich is a 4k hdr setup) It does the same using my own 4k tv with or without the receiver in between. When it worked on the monitor it was not transcoding. On the tv it doesnt work even when i choose to transcode.
And when the video is playing the whole system becomes sluggish. In taskmanager it shows 100% 3d usage and maybe 20% video decoding and low cpu usage. When i change the desktop resolution to 1080. It still does not work. And even stranger sometimes it suddenly works. Or after a server reboot… Or depending on file?

No issues when i use my own system as a client (4060/amd 7800x3d)
So would the 1030 be to slow for 4k and hdr or what gives… And if its to slow why doesnt plex adjust for it aka transcode?

My server uses a 14th gen intel i3 for transcode. That should work right? But since its all local streaming so not needed in theory?
I could add a 1060/1070 if needed to but if its not needed rather not.

I hope some of you have a idea.

Given the huge variation in hardware, the desktop apps leave it to the user to adjust the GPU computation used by the clients. There is a Video Playback Quality setting in the app which sets presets to the amount of GPU computation performed. I would expect a 1030 to be very low on this scale.
