Yes, Plex rolls out Updates for their Plex Media Server very frequently, with a lot of small changes.
If you want to know what’s new, check their Announcements right here. If you don’t want or need the upgrade, e.g. patch for Android TV although you’re not using that platform, you can click “Skip this version”, which is under Activity (at the top, looks like a heartbeat diagram) > Server Update Available.
