Why do my Plex client stutter, adequate bandwidth and wired connections all round

I share my shield with friends and family and I’ve noticed if there are two people streaming they very occasionally get buffer and complete stops on their Plex client (WebOS and Amazon Fire TVs). In order for them to get the video playing sometimes they need to stop the video and then play it again, I initially thought this was a client issue but not everyone uses the same client but experiences the same issue.

Now I now there are a lot of factors here at play so I’ll try to be as detailed as possible.

PMS: nVidia Shield Pro
Storage: Synology DS212+ on gigabit ethernet.

Transcoded Video Bitrate: 3800 kbps
Transcoded Source Resolution: 720p

The majority of my movie files have a similar source bitrate, and almost all my users stream in 4MBPS.

My total upload bandwidth is 16Mbps so I should have more than enough bandwidth to service two 4Mbps streams even at peak bitrates. The issues seem to occur more frequently if the user switches to 8Mbps, which should be serviceable with my upload speed.

I can’t verify but my ISP doesn’t throttle my upload speeds as I have uploaded many large (10GB) files to servers across Europe without difficulty using my full bandwidth.
