Why Server Transcoding RecordedTV vs LiveTV?

Server Version#: 1.18.3.2156 (MacOS Platform)
Player Version#: 6.6 (iOS Platform)

I ran a test today. I watched a snippet of channel ABC Live TV and I recorded a snippet of that same show on ABC. When I watch the recorded snippet remotely with my iPhone my Plex Server resources where off the charts as compared to live TV viewing. I would expect that LiveTV and RecordedTV from the same source would produce the same results. Here are some screen shots.

Also, why is the recorded tv transcoded into OPUS, vs live tv transcoded into ACC?
