As far as I understood, there is already some LiveTV Support in Rasplex, just that the Skin is not supporting it or am I wrong? So updating the Skin with the corresponding Graphics and files to display the PVR Windows is the missing part.
Are there any plans to implement it?
I would love to have an Linux Distribution based on Openelec with OpenPHT and the possibility to use it for Live TV too

You are wrong.
Not currently.
The Rasplex team have no plans to make a Linux version available, as has been stated in other posts there are other individuals who have always been responsible for creating an OpenELEC/PHT (Embedded) build, the assumption is that they will continue to undertake such builds.
