Win10 PMP Crashes after Windows CAPI2 error 4176

Within a minute or so of starting the Plex Media Player, it crashes, whether I am watching anything or not. In the Event Viewer I get five events for each crash:

Event 4176, CAPI2 - PFX operation failed as AuthSafes count doesn’t lie in expected range. Maximum permissible value: 200. Erroneous value: 263

Happens every time I start the Plex app. Where do I start looking?
