Windows 10 - Media server suddenly stopped transcoding CPU and GPU. It will only direct play

I’m at a loss here, i have updated, down graded plex, I have Updated the system drivers. I have Disabled AV/Firewalls. It worked fine… until it didnt…

Any Help/Insight would be amazing.
