Xbox one settings life of persistant storage

Client does not seem to hold settings for more than the instantiated session of the client on the Xbox. The precise settings I am looking at are screensaver timeout(Main->Screensaver) and Manual Server settings. I can fill them out and as some short time after it will lose the settings. I have yet to determine an actual trigger.
