Which PMS version do you use?
For Plex to find xTeVe, xTeVe behaves like a UPNP server on the network.
It sends broadcast requests to the network. I know that does not always work.
But it seems to be a Plex problem. For testing, I always take a UPNP client from my smartphone. xTeVe is always found.

- UPNP broadcast must be allowed on the network. The Windows Firewall can block these.
- The Mac address of the computer (virtualization) must not change.
- If your computer does not have DHCP, some operating systems require the broadcast IP address.
- After the first setup of Plex DVR, Plex must be restarted.
