Mine started yesterday after updating Plex and my Mac on 10.13.6. The symptoms I encountered were:
Can’t connect to server
Never connecting to 127.0.0.1:32400/web/index… After uninstalling all Plex tools
Can’t add libraries despite reinstalling Plex Media Server
I finally figured out a solution to get it working but it required redoing my library. I killed all processes using Activity Monitor and then uninstalled Plex Media Server. I downloaded a previous version of Plex Media Server at this link:
After that, I was able to finally connect to my server and recreate everything again!!!
BTW, If you’re needing any previous versions of Plex
Using the above example, replace the TWO instances of: 1.18.4.2164-2aa83397b with one of the previous version numbers from the link below:
Update: checking out the itune extension as suggested above also worked for me.

Same issue as many here: i upgraded and I get the cannot connect msg. It first says smg about insecure connections not allowed, proposes me to allow them, but if allow them, I get the server “iMacs” is not available. I believe this all has to do with the new PMS being more fussy (over?) about security.
BTW, with this new update, I also have issues killing Plex. The interface is not frozen, but Quit does not have any effect.
My set up is a bit complicated: the server runs with an ethernet address and my apple TV uses the wifi from a netgear plugged into my main router. I never managed to get this working on a single wifi network because netgear does not let me export plex, and causes me to lose remote access. But with the Mac running on both the wifi (10.xxx) and on the ethernet (via CPL link) provided by the entry router ( 192.xxx) things have been working fine for about 6 months. It took a bit of fiddling to have remote access. For this reason, I am very annoyed everything stopped working all of a sudden. But these things happen. Let us hope Plex will soon fix this.
My fix: If you have it, Time machine is your friend, just roll back the app. Things got back on track in 2 minutes. If you have no time machine, I guess you need to put back an older bundle as explained in the previous post.

By the way you had disabled debug logging - I happen to know what to look for this issue but normally would need debug logging to investigate
