1070ti transcoding/encoding windows to firestick4k

I have a 1950x with 1070ti, 4K fire stick, and 5.1 optical pass through. I’ve struggled with transcoding/encoding over the years and thought it was mostly resolved putting my transcoding folder on my Sabrent rocket which resolved most of the issues. I’ve had some issues for audio and video recently and decided to get a Plex pass(seems to only happen Saturday nights). Now I realize my 1070ti is not transcoding at all and my streaming mbps is dropping to 0 when the video starts buffering on my tv. I signed out of all devices and re-signed in today to make sure Plex pass is working. An odd thing is that yesterday I watched the first hour of this movie and it was fine then all the sudden it can’t transcode or buffer (mkv 720p and flac).

Before this movie I watched another movie with zero issues start to finish also mkv 1080p and ac3.
I know my 1950x isn’t supportive of video transcoding on Plex but the 1070ti should be able to pick up the slack. I have all encoding/transcoding settings turned on and set to max with 360s buffer set in Plex.
VLC also seems to have issues direct playing the videos.

Forgot to mention nvidia drivers were 432.00 and updated to 453.00 with no changes.

Streaming to iPad or iPhone I have zero issues whatsoever with the same video so it’s not a file issue.

Somewhat of an update on this.

I changed settings on my firestick 4k for video and audio to adjust automatically. I have digital audio pass through set for optical and dts/ac3 checked.

When I start a movie I have to immediately manually adjust playback speed to 8mbps in the movie to force transcoding/encoding.

After this, Plex starts HW transcode and it seems to fix buffering issues after the initial 30s-1min of video playing at 4-6Mbps. While the video is playing sometimes Plex wants to change the transcoding to SW from HW, unsure why it does this if it’s working on HW transcode already.
Aside from that I can watch 14mbps the same video on my iPhone or iPad with direct play with zero buffering. It seems these fire sticks are very poor hardware wise in some point In the chain. I’ve been able to watch 32mbps direct play BDR on my iPhone or MacBook on the same network where my fire stick just can not handle that.
