2 identical phones one works the other doesn't

This is a slightly odd one. I have 2 identical Samsung Galaxy s21+ running Android 12 with the plex app v8.27.2.29938, same wifi and cell network, same login credentials. One works perfectly fine to play any media on my server, the other will not start playing, it just sits and loads forever.

I have cleared data and cache, uninstalled and reinstalled. Tested multiple managed accounts and my admin all with no luck.

Any ideas?
