If the cursor is to the right of one of the sub sections (e.g. On Deck, Recently Added) scrolling will cause the sub section to scroll instead of the whole page about 50% of the time.
It seems to primarily occur when scrolling down.
Have only tested it on the touchpad of a surface pro 4.
