There’s a weird scrolling issue that happens sometimes on the Home page – sometimes it tries to scroll just the current section instead of the whole group of sections. To duplicate the issue you have to tap/drag on the touchscreen in the poster area (the issue doesn’t happen over in the right margin). If you drag-scroll the whole home grouping, let go and try again in a new spot until just the current section tries to scroll on its own (which won’t be able to scroll more than the “bounce” at the end). This affects any of the sections on the page. Note that I saw this bug in older versions too, so it’s not new with 3.0.14.
