Is there a fix I can do?
This can be one of many possible problems…
1: Server performance lacking
Check to make sure you have more than the required hardware; cpu, ram etc.. to run plex. Run task manager and keep an eye on it while you use plex, especially when you skip.. if the system is stretching the cpu/ram, then this is why it's taking so long
2: System performance lacking
Essentially do the same thing as checking server performance, if your system isn't able to run plex smoothly, then this could also be the cause behind your issue
3: Ports not fully open
This can and could be yet another reason why you're having this issue.. so check all ports
4: Slow network
This can be caused by damaged/old cables, routers etc.. so do a bit of research into testing your network speed and perhaps looking into replacing old cables.
First three are the most possible causes… there are many more reasons why this could be happening, one involving your hard drive beginning to fail (this is a far fetched one, but you get the idea… something as simple as this can have many causes)
Just a thought to add to the mix – I know RasPlex tends to direct play most anything (H265 and some oddball stuff aside), but you may want to focus on @Skullzy’s #1 and see if the server is transcoding anything in that stream. I don’t have any MPEG2TS files here to test with on my setup. You also didn’t mention what you’re running server-wise.
If this is a remote playback issue, look at #3 and especially #4.

Have you installed the codec licences from raspberrypi.org? Needed to Direct Play those files.
