Plex is skipping ahead 2 to 5 minutes

Plex is skipping ahead 2 to 5 minutes at any given time while watching a movie. This is not a buffering issues because most of the time at this point the movie is usually buffeted 4 minutes plus ahead of that. It doesn’t matter if the file is H264 or H265 or if it’s a 2 gb or 14 gb file. I’m running a Qnap TVS-871 server. The majority of the time it is running between 40 and 50% when transcoding. Which is Wi-Fi to an Apple TV. It does not have this behavior if played in other software.
