What does it allow you to do? I know it is not plex pass but can a person remotely stream forever on their mobile device? Is it a one time fee? And is there a limit of devices ?

It’s a 1-time fee to unlock the mobile Plex for Android client for that Google account.

You can only download/redownload it from Google App/Play Store through your Google sign in. You can not download the APK file directly(you can but you can’t apply the 1-time activation fee).
