4k HDR Video Transcoding help needed

My server: i3-10100
OS: Ubuntu LTS
RAM: 8gb

I have HDR and non-HDR TVs at home. If I play HDR video on a non-HDR TV, the movie looks too dark to watch. For this, I need to do transcoding.

But the issue is that my video playback stutters. Even on not so heavy files. I have an 18 Mbps movie which is 4k HDR, and it stutters whenever I transcode it to anything less. However, movies with higher bitrate which are non HDR, play smoothely when transcoded.

I have observed that when I am transcoding HDR video, the cpu usage on Plex dashboard is 45-55 percent. However on server’s command line, top command shows 350% usage by plex??

Any pointers what I can do to fix this?

Make a 1080p optimized version of the movie for your non 4K TVs. That is what I do. Plex will play the version that your TV supports. Although I have found on my Shield I have to manually select the 4K version if it has HDR on my 4K TV, not sure why but a non HDR 4K is automatically selected so I think it is a bug.
