I have 2 TCL Smart Android TVs, one is a C725 and the other is a C825.
The C825 does 4K playback perfectly. On the C725 it will only do 1080P. If is use Kodi with the Plex plugin 4K playback works perfectly.

The C825 has (WiFi 6 – 802.11ax)
The C725 has 2.4GHz/5GHz dual-band Wi-Fi 802.11 b/g/n
Wired, both are 100 Mbps limited.
With the C725 , suspect you do not have fast enough networking for some of the 4K content (300 Mbps total max - 150 Mbps typical) with 802.11n
I have LG C1 (2021) and had to upgrade the WiFi
Does not explain why using Kodi on the C725 I can do perfect 4K playback. It’s only the Plex app that is limited.

Actually,
Kodi is connected with Gigabit ? (wired or WiFi/802.11ac ?)
It’s connected to the TV directly over HDMI ?
“Perfect Playback” – Please qualify that?
– What bit rate(s) ?
– subtitles ?
– CPU?
DEBUG logs will explain everything because subtitles have a huge impact.

Both Kodi and Plex are both apps on the TCL TV. The TV is connected via wireless and Kodi reports the stream as 6.4Mbps 4K(Original).
I do not have subtitles enabled and there is no stuterring or caching of the stream once started.

Thank you! That explains a lot. When you said Kodi, I immediately thought of the Kodi HTPC connected over HDMI.
I apologize . My knowledge of Kodi is that dated.
I unfortunately can’t help much.
I have a LG C1 (2021) which is on WiFi 6 and is flawless with the Plex app even at 59.94 FPS
So I have resolved this issue by a firmware upgrade on the TV itself. I upgraded from Android TV to Google TV and the issue has resolved itself. I have noticed that the H264 max level has increased to 5.1 from 4.2.
