My server is perfectly capable to transcode hardware realtime these 50fps streams as i tested separately with ffmpeg , however the plex transcoder seems to have some issues. Even transcoding to 720p doesn’t solve anything, the pauses are exactly the same showing further that is not a hardware issue but a software one regarding 50fps streams.

Cpu is Intel(R) Core™ i5-4690K CPU @ 3.50GHz

The i5-4690K uses a fairly early version of Intel’s HD Graphics 4600 chipset. It nominally supports HEVC decoding and will do so successfully – just not for all flavors of HEVC.

More conclusive support for HEVC was added with Kaby Lake (i5-7xxxx chips)

As I said, I can transcode it hardware realtime just fine with ffmpeg

Are you sure ffmpeg is using the CPU’s iGPU for he-transcoding?
The i5-4690K is part of Intel‘s Haswell architecture/lineup… and at least according to Wikipedia, there‘s no HEVC support in Quicksync.

I’m not doing hevc, the incoming stream is h264, i’m transcoding to h264. There is no hevc involved in my transcoding with ffmpeg or the plex transcoding.
