No. No 64 bit Plex server for Windows at all.
There is a way, I think, to install Plex as a service. See the Windows forum, I think it is a stickied post. I have never tried it as it seemed overly complex.
Edit: I cannot find the post I mentioned. It is possible that Plex has removed that ability or that it no longer works with the current server.

That would be a pain in the ass with codecs and stuff.
So 64bit for windows uses different “codecs and stuff” than the 64bit for Synology

Yes; There are several reasons; To have Access to the full memory Space of the server and to keep the CPU from having to switch between 32 and 64bit modes to name a few (The OS and all other SW on the server is 64bit).
I realize different OSes use resources differently, but as far as I can see, there’s 64-bit for all of the Linux distros, as well as 32-bit. Does Linux not have the same codec concerns? If I want to truly take advantage of my server’s resources, do I have to change to Linux?
