I’ve had plex media server running before but it suddenly stopped working after a program restart.

Things that I have tried:
Rebooting
Deleting everything (Also the registry key) and installing it from scratch
Installing it on a different harddisk
Running as admin
Setting my network type from public to private

I found a fix. It was Anydesk which i used to control my laptop. Maybe some port overlap of some sort.

I am beginning to think there is a similar issue with Team Viewer. My normally solid Mac mini server kept dying over the weekend. Removed TeamViewer and been fine ever since.
