Windows 2016 is good, I personally run on Ubuntu 64bit and it runs smooth as silk.
If you do not know Linux, unless you have time to learn a new OS, stick with what you know.

Agree with this…I was thinking about going to a linux setup when I rebuilt mine back in the Spring, but I quickly found out that unless you understand how to use Linux, it will be very frustrating. Its a great platform, don’t get me wrong, but if you are not familiar with it, you will run into problems. I personally stuck with Win 10 Pro.
Linux is the best platform to use for PMS; very well established fact. Take the time, learn Linux in a VM, migrate to it when you’ve masted the admin skills and can do what I show in the Linux Tips (top of the Linux forum) almost from memory. 
Use the OS you know best, it will be much easier to fix stuff when you have issues.

Outside of “Linux masterrace”, why? There’s nothing (that I’ve needed to do) I can’t do in Windows, and nothing I couldn’t do on my Mac Mini.
In the context of Plex Media Server, there are some limitations with hardware transcoding when it comes to certain OSes. I am agnostic so I use whatever OS does the task at hand best. I don’t believe any OS is far superior to all other OSes for all needs. I personally have PMS installed on Linux, macOS and Windows for testing and usage.
Bottom line use the OS you are most familiar with but do pay attention to certain Plex features that work better on certain OSes than others. For Example:
Hardware-accelerated encoding
macOS is only capable of hardware-accelerated encoding of 1 video at a time. This is a platform limitation from Apple.
How is windows 10? Just looking for an all around OS and windows is what i know but i know win7-win10
