Would it be possible to add a control panel (as shown in the picture below) to the taskbar such that you can select pause/play and backwards/forwards by hovering your mouse over the taskbar thumbnail for Plexamp and maybe also for Plex for Windows?
Funnily enough, I do see the backwards/play/forwards buttons in the notification area of my phone. I always thought that the notifications area and the windows 10 taskbar buttons worked in a similar way.
Plex (so not Plexamp) only shows a settings button which in my opinion is a bit of a strange choice so I always thought that was a bug.
Your best shot for this feature is probably to comment/vote in the existing feature suggestion
