I think this should be implemented as it would prevent Android subtitle burning (even with srt subtitles) because of audio transcoding. Plex burning video because of a text based subtitles is really inelegant.
We already have this. But it can only work when the video file is direct played. If either the audio or video needs to be transcoded or the container changed, then subtitles cannot be direct played regardless of the type of subtitle used so they get burned in. If you are seeing this, then your files cannto be direct played and causing this issue.

We have plans to add WebVTT support, but its not as simple as it sounds unfortunately. It is however something we are planning to bring in the future as it would allow transcoding without burning the subtitles in.
