But the OP was asking about 5.1 down mixed to 2.0 which kind of implies some kind of analog connection as few people use 2.0 when connected digitally although they can.
There are still a rather large number of old receivers out in the world that have no HDMI connection. Mine has an optical connection but I don't use it because I need dynamic range compression and I have yet to find a receiver that implements it well.
I use this switch to get an good analog signal out of my HDMI only sources:

I could accomplish the same thing using my TV's audio out but my TV only has optical out so I would have to convert it to analog anyway and the switch makes it easy for me.
I have considered getting a new receiver as my current one is getting a bit long in the tooth but I have yet to find one at a reasonable price that has decent range compression.
My current setup is a bit complex and I would like to simplify it by getting some switches out of the mix and Plex implementing range compression would help a lot but I do not hold out much hope for that because of the difficulties involved.
If it’s possible, could we also get plex to set volume level limit for each video in a playlist based on the first video’s loudest sound along with this so not only do you not have to do this in one video but then each video in a playlist will not be too loud or quiet

Should have been a basic feature as many people (including me) live in apartments or other similar situations where you cannot have a nice audio set up to blast all the time and have to use tv speakers from time to time.

I don’t know if its Dynamic Range Compression or not, but on my Apple TV4 while watching videos through Plex I swipe down, go to “Audio” and select “Reduce Loud Sounds”. Works great. Can hear dialogue and the explosions don’t wake up the kids.
I need this for all clients or on server-side too. 5.1 sound on xbox (main), 2.1 on fire tv stick and on both explosions and shots a far too loud so I have to lower the volume and after that I do not understand what they say. Happens especially and in nearly every movie/s.
This is a feature I’d love to have.
I’m guessing it’d only work with transcoded audio, but it’d still be nice.

Don’t most AVRs and TVs have this built in? Usually called night mode, or a global setting on they AVR. On TVs isn’t it usually called something like clear voice. At least most LCDs that I’ve seen have an option like it.
No and Yes. Some have it, some don’t. Most that I know have it are pretty crappy or just mitigate the effect a little. Clear voices afaik (Samsung TV) is different as it is more like an equalizer setting where the band for human voice gets focus. Anyway, the thing is … it should be server-based and not client dependent although I agree there might be working client side solutions.
I think developer popcornmix solved this in an elegant & easy way for Kodi, with the boost center channel when downmixing option described here. I use this a lot and would love to see it in Plex.
Would really appreciate this feature being added! I’m looking for a hardware based solution at the moment

So the part that I’m asking for isn’t included since that is for one video. I would like it to be across each video in a playlist so that one video doesn’t end then the next video isn’t super loud. The feature only compresses the outlying noise in the video to standardize the volume but not change the volume level for each video to make them all match.
Not what’s being asked for here but similar and related.
Anyone using the scripts I provide in my SIG to get direct play videos now will have Dynamic Audio Normalization on AAC 2.0 tracks down mixed from multi-channel sources. Doesn’t touch your multi-channel tracks. Working on additional sound improvements as well.

And years after the original post, I’d love this as a general option, and specifically for the Xbox One client
Please implement this. It’s been a long time coming & is a basic feature that’s been in Kodi for a while. Including this feature would certainly help many many people out.
