In other media apps that I’ve used/do use which have distinct Add to Queue and Play Next options, these do different things. In Plex, if I’m listening to music say, both of these options add a new track as the very next to be played in my queue. That behavior makes sense for Play Next, but I would expect Add to Queue to simply… add a song to my queue, at the end where new things usually get added. Is there any reason why there isn’t such a distinction in behavior between these two actions?
