I currently use 2nd gen chromecast where i can use voice commands with Alexa.
However, when I use the plex app on the fire tv, the voice commands dont work?? I tried a voice command with fire tv, and it DID change the movies on my computer, but it made no change to what was playing on fire tv.

You need to launch Plex on the FireTV so it is open then tell Alexa to change the default Plex player.
It sounds like the default player is set to your computer.
There Plex app on the fire TV does not mirror your computer, it is a totally separate client. If you want to playback to it, you need to either set it as the default player, as @SiskoPlex said above, or manually tell Alexa to playing to the fire TV.
