Allow a restriction on HEVC to a max transcoded resolution or fall back to H264

I would like to suggest an option to limit the transcoding for HEVC to a destination resolution max.

This would allow setting a max resolution to use HEVC on the transcode, eg 720p which would be perfect for many of us using quicksync or other older CPU’s where HEVC has some limitations.

The result would be that we can use HEVC encoding for a number of streams but keep within the capability of the CPU and everything else falls back to older codecs Eg H264.
