Where would it store those downloads? Roku doesn’t have storage space and they took the microSD slot away from even the Ultra in the last few generations. So I don’t think this is feasible.
There are some solutions you can check out using an Nvidia Shield that are more self-contained and might work if you’d prefer that type of setup over a server\client setup.
I don’t think AppleTV has a way to do client side only but I think Infuse on AppleTV can connect to things like Google Drive which would also allow you to not have to leave your PC on: Streaming From Cloud Services – Firecore Support
Don’t think most Rokus have the storage to download and store the data. Granted one could potentially use a USB hub.
