Every action that is able to ‘change’ something on a Plex server is only allowed to the server owner - i.e. you.
So a shared account or a managed user cannot trigger a library scan.
All you can do is to set up a periodic scan (I recommend no shorter interval than a few hours)
or try to use the automatic library update (doesn’t work reliably with network shares).
